Province tube County reform: radical push or Shenxing
Provinces in a series of “County to expand its powers”, the “provincial governing county” reform process into 2009.

Released in April this year, “county party secretary on strengthening the building of a number of provisions” set forth, the selection and appointment of county party committee secretary, the procedures should be reported to the Standing Committee of the provincial party committee meeting, and sets out a timetable: the first half of 2009, all localities should establish a system to implement this requirement.
